Is the external hard drive configured as GPT or MBR? From your description, when you boot the system into Windows, it sounds like you're no longer able to boot directly into the external hard drive. I wonder if something in Windows is corrupting the GPT boot table?

If it helps, there are ways to install Windows 11 on a computer without using TPM or Bitlocker. That might work if you can't get the normal methods to work anymore.

I don't have this system, but I've typically found VRAM settings are configured in the BIOS. If you've already checked all the options there, it's possible it cannot be configured.
